Administration
Program Description: Environmental Management directs and oversees the two operating divisions in the Department of Environmental Management:
- Wastewater Reclamation
- Solid Waste Management
Environmental Management Recycling Grant FY2009 (pdf)
Grant funds are available to promote recycling through
partnerships with individuals, non-profit organizations and for profit businesses.
Wastewater Administration
Program Description: Wastewater
Administration manages the objectives of the division and administers the
sewer user charge system, including the monitoring of revenues and expenditures.
The engineering section oversees and monitors the capital improvement program
of the division. The pretreatment program ensures compliance with County,
State and Federal regulations regarding discharges from industrial and commercial
businesses. The pretreatment program and public education is key in deterring
pollutant discharges of grease, oil, heavy metals, etc., into the water
system from all non-residential wastewater contributors to the system. Labor for cesspool/septic tank pumping service is provided by Highway Fund personnel.
Consent Decree Report: Pursuant to the United States Environmental Protection Agency USEPA) Consent Decree
(Civil No. CV 98-00622 SOM) and the State Department of Health (DOH) Consent Decree [Civil No. 99-0064 (3)], the
County of Maui has informed the County Council of the submission of the January Quarterly Report to the USEPA and
DOH and issued a press release for publication in The Maui News regarding the availability of the report for public
inspection and replication. The report can be viewed at: Consent Decree Report No. 34 4Q 2007 .pdf . All past reports
are available for public inspection at the Wastewater Reclamation Divisions office.
Wastewater Operations
Program Description: The Wastewater
Facilities program is responsible for the management, operation, maintenance
and repair of all County wastewater and pumping facilities in order to provide
the consistent and reliable level of performance necessary to protect public
health and the environment. Activities include preventive maintenance, wastewater
reuse/reclamation, process control, safety and training, solids management,
regulatory compliance, laboratory service and beautification of the plant
grounds.
The Wastewater Collection System is responsible for the management, installation, maintenance and repair
of all County wastewater collection lines, force mains and manholes. The
primary focus of the program is preventive maintenance of the collection
system and required repairs in order to achieve the reliability necessary
to protect the public health and environment from wastewater overflows.
Lahaina Wastewater Reclamation Facility (WWRF) Process Evaluation
This comprehensive evaluation was implemented to develop a thorough understanding of the existing processing capabilities of the facility and evaluate operational and cost impacts of possible alternative upgrades. The first phase of the project identified existing facility operational aspects and developed rough alternatives for upgrade/expansion. The second phase further analyzed selected alternatives. The final phase developed schematic design and operational information, including projected costs for the selected alternatives. The process evaluation was not intended to answer a specific question such as "What is the capacity of the facility and what should be constructed in the future?" The evaluation was intended to establish quantitative impacts of various alternatives so future decisions can be made appropriately.
Solid Waste Division
and Recycling Information
Program Description: This program
provides the support and the personnel to manage and direct the Solid Waste
Division. Tasks included are maintenance of division records, preparation
and monitoring of contracts, gathering data, preparation of reports, monitoring
design and construction of capital improvement projects, and operating an
efficient and professional solid waste organization.
Landfill Disposal
Program Description: The Landfill
Disposal program is responsible for disposal of residential and commercial
refuse at landfills located in Hana, Central Maui, Lana`i, and Moloka`i
and for the co-composting project.
Residential Collection
Program Description: This program
collects and disposes of residential refuse in 3 major districts; Wailuku
(including Kahului and South Maui), Makawao (including Kula, Pukalani, Paia
and Haiku) and Lahaina (West Maui). Hana, Moloka`i and Lana`i collections
are performed by Highways personnel.
Landfill Diversion
and Recycling Information
Program Description: The Diversion
program is responsible for:
- research, planning and program design;
- source reduction of solid waste entering County landfills;
- the collection of materials for recycling;
- the creation of infrastructure, markets and end uses
for recycled materials;
- the education of residents, businesses and government
regarding the importance of changing the County's "trash habits" and
what the options are for doing so.
Used Oil Recovery
& Drop Off Sites
Program Description: The State
Department of Health estimates that approximately 1.08 million gallons of
used motor oil are produced annually by the "Do-It-Yourself Home Mechanic"
in the State of Hawai`i. The Used Oil Recovery Program, which began on Maui
in 1991, helps facilitate the collection and recycling of this oil. Residents
can drop off their used oil at no charge at participating businesses.
Glass Recovery
Program Description: The Office
of Solid Waste Management of the State Department of Health was given the
responsibility under Act 201-94 of the State of Hawai`i to develop and implement
a Statewide glass recovery program. The program includes the establishment
of an Advance Disposal Fee (ADF) of 1 1/2 cents per container on all glass
containers imported into the State. The money collected is distributed to
the counties, in proportion to their de facto population, to implement a
glass recovery program. The funds from the Glass Recovery Program will help
to continue programs that will divert glass from the landfill and create
new end uses for pulverized glass.
