Program Description: Public Works Administration directs and oversees the three operating divisions in the Department of Public Works:
  1. Engineering

  3. Development Services Administration
Engineering Division
Program Description: The Engineering program provides engineering and inspection services to plan, design and construct highway, drainage and bridge replacement projects for the County of Maui. The program implements drainage and traffic master plans for the County, performs survey and land acquisition functions, and reviews subdivision and construction plans

Highways Division
Program Description: The Special Maintenance program provides janitorial and groundskeeping services for the County building, and its annex, Hana and Moloka`i civic centers, the old Wailuku Courthouse and veteran and County cemeteries. All other County facilities are handled by their respective departments. The program funds seaweed removal/disposal and supports other County departments in various activities such as Community Work Day and the Neighborhood Watch programs. The Special Maintenance program also funds maintenance and repair costs for County vehicles. Personnel costs for this maintenance are reflected in the Garage Services program in the Highway division.

Program Description: Development Services Administration is responsible for review for compliance and enforcement of all applicable County codes and ordinances related to building and subdivisions. As the central coordinating agency, this program circulates building plans and subdivision proposals, consolidates comments from all County, State and Federal agencies, and ensures those comments or concerns are addressed in the building permit process. The program provides building, plumbing, electrical and code enforcement inspections as part of the building permit and land use regulation process.

  • Highway Administration
    Program Description: Highway Administration oversees and directs all Highway Division programs and provides personnel, budget, and management services. The program is also responsible for training equipment operators, and writing specifications for new equipment.

    Road, Bridge and Drainage Maintenance
    Program Description: The road maintenance component of this program provides for the patching of potholes, the grading, mowing, brush cutting, herbiciding and maintenance of road shoulders, repair of sidewalks, litter pick-up, minor resurfacing projects and street sweeping. Drainage maintenance includes cleaning catch basins and culverts, maintenance of stream channels and their appurtenant facilities, maintenance of flood control facilities and dams. Bridge maintenance consists of the maintenance of wooden, concrete and steel bridges.

    Final Preservation Plan for County of Maui Bridges within the Hana Highway Historic District
    Program Description: The Final Preservation Plan represents the culmination of community and agency involvement through public meetings as well as public review and comment of Revised Draft Preservation Plan dated May 2001. On December 3, 2001 the SHPD concurred with this preservation plan. (See Appendix G.)

    Traffic Signs and Markings
    Program Description: The Traffic Signs and Markings program is responsible for the re-striping of roadways and for the production and installation of all new and replacement traffic signs and markings.

    Garage Services
    Program Description: The Garage Services program provides vehicular and construction equipment maintenance and repair services, fuel and lubricants, tire repair, heavy equipment/construction welding services and body and fender repairs for the Highways division. Garage services are also provided to other County agencies with the exception of the Police and Fire departments, who are responsible for their own garage services. Services are provided on Maui (Wailuku, Makawao, Lahaina and Hana baseyards) and Moloka`i. Limited service is available on Lana`i. Operational costs for services to County departments and agencies other than the Highways division are funded under the Special Maintenance program in the General Fund. Personnel costs are appropriated in this program.

    Board of Code Appeals
    MCC 16.26A.204 Section 204 deleted; new section 204 added. b) Powers and Duties. The board shall:
    1. Hear and determine appeals from the decisions of the building official in the administration of the County building code, plumbing code, electrical code and housing code, and from any order made by the County fire chief in the administration of applicable State law (Chapter 132, HRS) and the County fire code relating to matters involving any denial of the use of new or alternate materials, types of construction, equipment, devices or appliances. The jurisdiction of the board as set forth herein shall not be construed to include any matter within the jurisdiction of the board of variances and appeals of the County.
    2. The board may reverse, affirm or modify, wholly or partly, the decision appealed from. The board may grant exceptions relating to any matter within its jurisdiction contained in the building code, plumbing code, electrical code, housing code or fire code. Exceptions may be granted.

    Traffic Safety Council
    MCC 2.36.030 Duties and functions. The traffic safety council shall: A. Advise or assist the County Council in all matters relating to traffic safety; B. Make recommendations to the County Council on all traffic safety measures referred to the traffic safety council; C. Prepare and recommend traffic safety programs for adoption by the County Council.

    Street Lighting Committee
    MCC 12.17.030 Powers, duties, and functions. The street lighting committee shall serve as an advisory committee to the department of public works of the County. All matters pertaining to street lighting presented to or pending before the department of public works shall, before any action thereof, be referred to the street lighting committee for investigation, survey, advice and the recommendation of the committee. The committee is authorized to hold meetings, to make such investigations and survey of such matters as may be referred to it, and to submit such appropriate advice and recommendation as it may deem fit, to the director of public works.

    Subdivision Engineering Standards Committee
    MCC 18.40.020 Standards committee -- Powers and duties. The subdivision engineering standards committee shall:
    1. Review all engineering standards and specifications relating to subdivisions which are adopted and kept of file by the department of public works and the department of water supply;
    2. Review proposed modifications, deletions, or additions to such existing engineering standards and specifications and transmit the same with recommendations thereon to the respective departments;
    3. Propose the adoption of specifications and standards where none heretofore existed and transmit the same with recommendations thereon to the respective departments;
    4. Have power to request its ex officio members to submit for review all engineering standards and specifications relating to subdivisions within their control.

    Commission on Naming Streets, Parks and Facilities
    MCC 2.38 Duties of the commission:
    1. The Commission shall prepare a list of the names of all existing streets, parks and facilities, and transmit the list to the council for approval.
    2. The commission shall recommend names to the council in accordance with the criteria set forth in sections 2.38.060, 2.38.070, 2.38.080, and 2.38.090 of this chapter. The commission may also recommend more than one name as alternate choices for each street, park, or facility it has considered.
    3. The commission shall adopt such rules and regulation s as it may consider expedient for the conduct of its duties, and which may include the incorporation of appropriate references and resource materials.
    4. The commission shall advise and assist any subdivider who desires to name roads within a subdivision in the County.
    5. Except as provided in this chapter, the commission shall not name or designate any private highways unless it becomes necessary to refer to private highways for the purpose of identifying public highways.
